EC Guide to Cost-Benefit Analysis of Investment Projects

In 2014, CSIL experts prepared, in cooperation with JASPERS,  the last edition of the Guide to Cost-Benefit Analysis of Investment Projects. The guide is an operational manual, supporting the Evaluation Unit and the geographical Units of the DG Regional Policy, other Commission Services and Member States, in their need to assess and check the completeness and appropriateness of the applications to EU Funds received by the applicant. The guide has been obligatory for all major projects submitted to ESIF 2014-2020. It built on CSIL’s vast experience in preparing and appraising major projects in the programming period 2007-2013. The manual provided practical recommendations and case studies for the authorities involved in major projects and for all consultants preparing the project documentation.

In 2021, CSIL reviewed DG REGIO’s Economic Appraisal Vademecum (EAV). The EAV aims to promote and simplify economic appraisal for EU co-financed investments in the programming period 2021-2027.
