CSIL supported the European Commission’s DG RTD with the largest public consultation ever held on the past, present, and future of the European research and innovation programmes for 2014-2027. The assignment involved the preparation, management, analysis, and reporting of a 12-week public consultation focusing on key aspects of the EU Framework Programme for Research and Innovation, including the ex-post evaluation for Horizon 2020 (2014-2020), the mid-term evaluation for Horizon Europe (2021-2027), and preparation for the Horizon Europe Strategic Plan 2025-2027.
CSIL’s work included stakeholder mapping and the adaptation of the communication strategy to effectively engage participants. The team also analysed the main lessons learned, visualised findings, and produced graphs and images. Furthermore, CSIL conducted a cross-analysis of specific issues across the entire Framework Programme, stemming from various studies and internal analyses.
A public online event was organised to discuss and deepen the results, ensuring broad dissemination and stakeholder engagement. The project followed all requirements of the Better Regulation Toolbox regarding stakeholder consultation, including an in-depth review of studies supporting the evaluation of Horizon 2020, consolidating and synthesising their results.
