The study screens and assesses all available smart specialisation strategies in the EU, to better understand the approach to prioritisation, the extent to which strategies’ priorities correspond to diversification opportunities, and how priorities are translated into the selection of projects. The analysis includes i) Investment in infrastructure, capacities and equipment in SMEs directly linked to R&I activities; ii) Technology transfer and university-enterprise cooperation primarily benefiting SMEs; iii) Cluster support and business networks primarily benefiting SMEs; iv) Research and innovation processes in SMEs (including voucher schemes, process, design, service and social innovation); v) Analysis of the involvement of SMEs in the preparation of the strategies.
