Public Private Partnerships and Cohesion Policy

This study describes how Public-Private Partnerships (PPPs) have been used in the context of Cohesion Policy by looking at the reasons for pursuing such an approach, the variety of implementation agreements and the expected outcomes. It found that the use of PPPs in Cohesion Policy has been limited and concentrated in certain Member States and sectors despite favourable regulatory changes. Evidence showed that PPPs are useful instruments to implement projects on time and budget. However, the assessment of outcomes over the long-term period was still limited and not conclusive.
