CSIL supported the European Organisation for Technical Assessment (EOTA) in enhancing its internal information system by integrating data on the European Technical Assessments (ETAs) and European Assessment Documents (EADs). This pilot exercise served to demonstrate the feasibility and potential outputs from the collection and analysis of data that could enhance EOTA’s internal information system, as well as prepare it to address future requests and new demands that might arise in the coming years.
The project involved a thorough statistical analysis examining the evolution of ETAs issued in non-EU countries, categorised by product category and country. This analysis aimed to identify product areas showing fluctuating demand patterns from manufacturers located outside the EU. The project encompassed the collection and integration of extensive data sets from official statistical databases, including EUROSTAT/Comext and UNIDO-INDSTAT. These databases provided crucial information on trade flows, production volumes, turnover figures, and company demographics. A significant aspect of this work involved the careful statistical matching of construction product categories with official statistical classifications, ensuring data accuracy and relevance.
The collected data were then analysed to identify the main destination non-EU markets for EU products and the evolution of trade over time, as well as to describe and analyse construction product markets covered by EADs and ETAGs in non-EU countries, including their performance over time. This information is particularly valuable as these markets are likely to be more familiar with the ETA route and the EU construction market in general. Furthermore, the trend analysis has successfully identified emerging countries where EU products are gaining market share, highlighting potential growth areas for the coming years.
On 14 November 2023, CSIL participated in the EOTA's Stakeholder Forum and presented the analysis' findings to an audience of nearly 300 stakeholders, including policymakers, representatives from European associations, construction industry professionals and technical experts.
