The objective of this assignment was to provide the Global Biodiversity Information Facility (GBIF) with an external evaluation of the results and impacts achieved by the Biodiversity Information for Development (BID) Programme from its launch (2015) to 2022 and expected by the end date (October 2023). The Programme addressed existing gaps in the ACP countries (sub-Saharan Africa, Caribbean and Pacific) in terms of biodiversity data availability and accessibility by increasing the amount of data and information available and enhancing the capacity for their effective mobilization and use. The assignment focused on the performance and achievements of a portfolio of 102 projects funded across ACP regions. The evaluation assessed the BID Programme’s technical, economic and societal impact based on a comprehensive and systemic portfolio analysis involving key quantitative and qualitative data on the projects’ performance. The methodology relied on a combination of activities, including interviews with stakeholders, two surveys of beneficiaries and non-selected applicants, a portfolio analysis, four case studies and a network and citation analysis on collaborations and published data.
