CSIL conducted a socio-economic evaluation for the Marina di Campo Airport runway extension project, commissioned by the Municipality of Campo nell’Elba. The consulting service focused on developing a Cost-Benefit Analysis (CBA) for the runway extension investment, structured into two parts: estimating demand scenarios and preparing the CBA.
For the first part, TPLAN experts prepared two demand scenarios by collecting historical data on tourist flows to the Island of Elba and passenger traffic at Marina di Campo Airport. This included sector trend analysis and market trends on a broader scale, considering the Tuscan coast and regional airports such as Pisa and Florence; conducting a comparative analysis with similar European contexts, focusing on tourist user types, island accessibility, and airport characteristics in its current and future configurations; developing a demand forecasting model based on historical data, creating maximum and minimum evolution scenarios to verify the sensitivity of CBA results based on varying airport traffic levels.
For the second part, CSIL experts prepared the CBA of the project, considering the two demand scenarios and based on operational assumptions formulated by the infrastructure manager. The methodology followed the “Guidelines for the Evaluation of Investments in Public Works” - Legislative Decree 228/2011 of June 2017.
