This study shed light on the potential applicability of data acquired from the EU Galileo and Copernicus satellite systems in both the public and private sector and on the reasons why such potential remained largely underutilised. The regulatory framework, market characteristics and policy actions regarding space data were comprehensively analysed. The study relied on extensive consultation of policymakers, space agencies, the space industry and different categories of space data users selected across the EU and various work environments (such as the academia, non-governmental organisations and the business world). Case studies on applications based on satellite data for commercial use have been developed. The study derived conclusions about the main bottlenecks in using the EU space data and recommendations on the policy actions deemed more urgent and virtually effective to remove those barriers.
