Louis Colnot joined CSIL in 2017 and became a partner in 2023. He is an evaluator and researcher specialised in regional and local development, research, and innovation policies.
He has developed robust skills in both qualitative and quantitative methodologies, including innovative approaches such as foresight analysis and theory-based evaluations. He adapts quickly to different contexts and thematic areas, as demonstrated by his involvement in a wide range of consultancy and research projects (e.g., on Cohesion Policy, ICT and innovation, industry, R&D, and SME policy). Prior to joining CSIL, his experience includes consultancy in local public policies and economic development projects at the French level.
Louis holds a multidisciplinary Master’s Degree from Sciences Po Paris, completed with an exchange year at the Georgia Institute of Technology, USA.
